Costa Mesa Municipal Code 10-185(h) prohibits a commercial vehicle over 10,000 lbs GVW from parking more than three hours on a public street, alley or thoroughfare, except for such reasonable time in excess of three hours as may be necessary for pickups and deliveries to a building, or for a service performed on a property in that block. The city defines a commercial vehicle broadly: more than two axles, or over 20 feet long, or 84 inches or more wide, or 10,000 lbs GVWR or more.

The rule people get caught by is street sweeping. Since July 19, 2022 Costa Mesa enforces sweeping parking restrictions at any time during the posted hours, not only when the sweeper is physically present.
